Affordable Housing Program (AHP) System

Our new Affordable Housing Program (AHP) System is an online portal for our AHP General Fund. It provides a centralized location to view entire project portfolios and submit requests and supporting documents.

The new AHP System improves the overall experience for AHP participants. Key benefits include:

  • Submission of AHP-related requests and other documentation in a streamlined fashion
  • Ability for members and sponsors to view their entire project portfolio in one location
  • Receipt of real-time confirmation of information

All current and future users of our AHP General Fund will need to utilize the new system to submit AHP-related requests and supporting documentation. Enroll today by following the “Steps to Enroll” outlined below.

Steps to Enroll for Members

The AHP System will require multi-factor authentication (MFA), and all AHP System Users (Users) will be required to use an RSA SecurID® token (Token). This is the same protocol as our 1Link system. You must enroll to submit AHP related requests and other supporting documentation going forward.

  1. Complete and submit the Global Authorization Form (GAF)*
  2. Activate Token: Upon completing the GAF, you will receive a Soft Token device enrollment invitation via email.** If you currently have a Token from 1Link, once you complete the GAF, you will be able to use the same Token and 1Link credentials to access the AHP System.
  3. You are all set to access the AHP System via the Login dropdown on the FHLBNY website’s homepage or on the AHP webpage within the FHLBNY website.

*The GAF is used for access to various FHLBNY operating systems. Please note, any updated GAF submission will supersede prior GAFs submitted for the User.


**For spam filtering purposes, please ensure [email protected] is a permitted sender. Token device enrollment invitations will be coming from this email address.

Steps to Enroll for Sponsors

The AHP System will require multi-factor authentication (MFA), and all AHP System Users (Users) will be required to use a multi-factor authentication code provided by FHLBNY. All Sponsors must enroll to submit AHP related requests and other supporting documentation going forward.

  1. Complete and submit the AHP System Authorization Form for Sponsors to [email protected].
  2. If additional information is required, the Community Investment Team will contact you using the contact information provided on the form.
  3. Once all information has been provided and reviewed, if applicable, you will receive your user name via email* and receive your MFA code via SMS text message.
  4. The email will contain a link to set your system password. Click the link and follow the prompts
  5. You are all set to access the AHP System via the Login dropdown on the FHLBNY website’s homepage or on the AHP webpage within the FHLBNY website.

Note: An AHP System Authorization Form is needed for each user that needs access to the new system.
