FHLBNY’s 2023 AHP & HDP®
Virtual Training Seminars

The Federal Home Loan Bank of New York (FHLBNY) is pleased to announce the publication of its 2023 Targeted Community Lending Plan and the Affordable Housing Program Implementation Plan. These documents describe the credit and affordable housing needs in the FHLBNY’s district and the specific criteria for the core Community Investment programs offered through FHLBNY’s members for 2023, respectively. Both are now available on the FHLBNY’s Community page.

FHLBNY will hold training sessions on the Affordable Housing Program (AHP) General Fund and the Homebuyer Dream Program® (HDP) beginning in January 2023 with the Community Investment (CI) Programs webinar.

The CI Programs webinar is designed to provide our member institutions and valued housing partners with an overview of FHLBNY’s CI products as well as provide pertinent updates and deadlines for 2023.

The AHP General Fund supports the acquisition, construction, or rehabilitation of affordable housing through an annual, competitive round. In its 2022 round, the FHLBNY awarded AHP funds to 30 projects, encompassing 1,732 units, for a total of $25.3 million.

We are excited to learn about the next group of AHP project applications and look forward to continuing to educate sponsors during the training sessions for the 2023 AHP General Fund round. The focus of the AHP training is to help members and housing partners increase the quality of their application submissions as well as review existing and new scoring criteria. Also, FHLBNY’s staff will provide an analysis of the 2022 AHP General Fund round and offer insights on the review process for 2023.

The HDP provides grants of up to $10,000, including up to $500 to defray the cost of homeownership counseling, for down-payment and closing-cost assistance to first-time homebuyers. This year, we made $11.6 million in grants available through the HDP, working with dozens of members to help create homeownership opportunities for so many across our region.

The HDP training will provide an overview of the program and describe best-practices for submitting “clean” reservation requests to assist in successfully receiving a commitment in grant subsidy for your households. The FHLBNY staff welcomes both new and returning member participants to the upcoming training sessions.
