Now Available: 2027 AHP Implementation Plan, Targeted Community Lending Plan and Upcoming Training

The Federal Home Loan Bank of New York (FHLBNY) is pleased to announce the publication of its 2027 Targeted Community Lending Plan (TCLP), now presented in a more concise, user-friendly format, and its 2027 Affordable Housing Program (AHP) Implementation Plan. In preparation for the 2027 rounds, FHLBNY will also offer a series of training sessions designed to help members and housing partners successfully participate in its housing grant programs.

2027 Targeted Community Lending Plan

Developed with input from members, the Affordable Housing Advisory Council, and other industry stakeholders, the TCLP supports FHLBNY's mission of advancing housing and community development through reliable liquidity and strategic investment. The plan outlines innovative approaches to address persistent housing and credit challenges while expanding opportunities for affordable housing, community development, and economic growth. 2027 AHP Implementation Plan

The 2027 AHP Implementation Plan is now available and provides an overview of the scoring criteria, program requirements, and key policies that will guide FHLBNY's affordable housing grant programs. View the plan.

Key enhancements to the AHP General Fund include:

  • Extension of the appraisal eligibility period for donated properties
  • New scoring incentives for senior housing and adaptive re-use projects
  • Enhanced resilience incentives for projects in Puerto Rico and the U.S. Virgin Islands
  • Increased points under the AHP Subsidy Per Unit scoring category
  • Expanded tie-breaker methodology
  • Updated reporting, monitoring, and eligibility requirements

Key changes for the Homebuyer Dream Program® (HDP®) include:

  • Allocation of up to 30% of FHLBNY’s annual regulatory AHP contribution to HDP
  • Removal of the maximum loan-to-value (LTV) requirement

Upcoming FHLBNY Training Sessions

FHLBNY will offer a series of live virtual and in-person training sessions across New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands, focused on the AHP General Fund and the HDP Suite, including HDP, HDP Plus, and the HDP Wealth Builder. These sessions will provide guidance on program requirements, eligibility criteria, application procedures, and key program updates. To complement these program-specific sessions, a recorded overview of FHLBNY’s Housing and Community Lending Programs will be available beginning October 5, 2027.
