Five New Members Appointed to
Affordable Housing Advisory Council

New York, New York — The Board of Directors of the Federal Home Loan Bank of New York (FHLBNY) has appointed five new members to three-year terms (2006-2008) on its Affordable Housing Advisory Council (AHAC) — Nancy Berkowitz, New York State Rural Advocates; Raymond M. Codey, New Community Corporation; Rhonda Coe, Lutheran Social Ministries of New Jersey; Susan Holman-James of Tri-County Community Action Partnership, Inc., and Kerry Quaglia of Home HeadQuarters, Inc. The AHAC is a 15-member group that advises the Bank on affordable housing and economic development issues throughout the 2nd District which includes New Jersey, New York, Puerto Rico, and the U.S. Virgin Islands. The mission of the FHLBNY is to advance housing opportunity and local community development by maximizing the capacity of community-based member-lenders to serve their markets. The FHLBNY is one of the largest provides of private sector housing grants dollars in the region.
Nancy Berkowitz is currently the Executive Administrator for NYS Rural Advocates and provides organizational, technical and lobbying consulting for private, not-for-profit affordable housing organizations. Prior to this position, she served as the Executive Director of a non-profit housing development corporation in the Adirondacks of New York State.
The NYS Rural Advocates is headquartered in Hamilton County, their programs are run state-wide; they focus on rural impoverished areas of NYS, are involved in the development of both rental and ownership housing, and provide other services including education to low income individuals interested in securing an affordable home.
Raymond M. Codey is the Director of Development of New Community Corporation (NCC). He has held this position since 1986. NCC has built and currently manages 3,000 low-income rental units, a nursing home, a neighborhood shopping center and provides a full range of social services. Other housing related, community or non-profit affiliations include: Newark Literacy Committee, Member; Community Supermarket Corporation, President/Board of Directors: Harmony House, Board Member; Chatham Soccer League, Assistance Coach; Chatham Softball League,, Assistant Coach; and Garden State Affordable Housing, Inc., President/Board of Directors.
NCC is headquartered in Newark, develops both rental and ownership housing, involved in community/economic development including providing capital for start-up; ventures and small business, and provides other services including youth and after school programs, visiting nurse services, health-care network, counseling services, wide variety of services to Spanish speaking community.
Rhonda Coe is the Director of Housing Development at Lutheran Social Ministries of New Jersey. She is responsible for overall implementation and coordination of the organization’s low-income, affordable and special needs housing development initiatives. She has held director and supervisory positions at the City of Trenton, Department of Housing and Economic Development. Other non-profit affiliations include: Women in Housing and Finance (New York), Housing & Community Network of New Jersey, Liberated Word Community Development Corporation.
Lutheran Social Ministries of New Jersey is a non-profit social services agency that develops, owns and manages affordable housing in New Jersey. The organization currently owns and manages 1100 units of senior and family low-income housing.
Lutheran Social Ministries is headquartered in Burlington County their programs are run statewide, primarily develops rental housing, provides a wide variety of housing types including senior housing, special needs housing, homeless housing, affordable family housing, provides a variety of other services including programs for the elderly, youth programs, programs for developmentally disabled, adoption program, and counseling services.
Susan Holman-James has 25 years of experience in the field of real estate development. During that time she worked for city government, directed the NJ Facilities Finance Fund, was the Director of the Philadelphia Office of the Enterprise Foundation and was the Principal of her own consulting firm. In her present capacity as Vice President of Housing and Community Economic Development for Tri-County Community Action Partnership, Ms. James is overseeing the management of three new construction housing developments and the management of Tri-County’s HUD-certified counseling program.
Ms. Holman-James has authored a homeownership counseling and pre-purchase manual; written several asset management plans for Head Start Agencies; trained trainers in real estate development, financing and counseling for the US Department of Health and Human Services; and implemented the first Philadelphia-based homeownership and counseling program, that linked HUD foreclosed units with potential buyers.
Tri-County Community Action Partnership Inc. is located in Cumberland County and serves the counties of Cumberland, Gloucester and Salem in southern New Jersey. Tri-County Community Action Partnership develops both rental and ownership housing in rural and urban areas. They also provide other services including home repair programs, Head Start programs, educational programs, literacy programs, financial counseling programs and social services.
Kerry Quaglia is the Executive Director for Home HeadQuarters, Inc. As the Executive Director since 1996, he is responsible for the start-up and continuing operation of anew not-for-profit agency which has as its goal the promotion and retention of affordable home ownership opportunities for low and moderate income individuals. He supervises the implementation of a Home Improvement Program, a Vacant Property Program, a First-Time Home Buyer Program and various counseling programs. Prior to joining Home HeadQuarters, Inc., Mr. Quaglia was the Director of Housing for the City of Syracuse.
Home HeadQuarters, Inc. is headquartered in Onondaga County and it serves City of Syracuse and all of Onondaga County. They provide home ownership programs in rural and urban areas of New York State. They also provide other services including homebuyer education, financial counseling, housing repair and rehab programs, loan products and financing assistance, and post purchasing counseling.
