Membership Application

 

The following is a list of Forms, Applications and Documents that are required for membership at the HLB. We've provided links to the appropriate documents. These documents are available in pdf format. Download the Free Adobe Acrobat Reader to view these files.

 

Please submit:

  1. Original FHLBNY membership application.
  2. Regulatory Charter, Organization Certificate or Certificate of Authority; regulatory Approval for Name Change if applicable.
  3. Latest Call Report or insurance company Quarterly and Annual Statements.
  4. Latest audited consolidated financial statements, if unavailable, Directors’ Examination or external auditors’ Review; management letter and response if available.
  5. Latest Annual Report, Forms 10-K and 10-Q of the Applicant and its top, intermediate and immediate holding companies if available.
  6. Management response to the latest Safety and Soundness Examination Report if available.
  7. Public disclosure section of the latest on-site CRA Performance Evaluation Report, if unavailable, informal or preliminary CRA performance evaluation if available.
  8. CRA statement required only if the Applicant is not subject to the CRA or does not have a satisfactory rating.
  9. Home financing policy or statement of intent.
  10. Notification to regulators indicating the Applicant’s intent to join FHLBNY.
  11. FHLBNY agreements and signature forms (please refer to HLB-100 for a list of required forms and agreements).
  12. If the Applicant intends to pledge mortgage loans as collateral, mortgage loan collateral data file submission through the FHLBNY File Transfer Service.
  13. If the Applicant’s regulatory charter approval date is within three years of the date that FHLBNY receives the application, business plan for charter application.
  14. If the Applicant is involved in a significant merger in the last six or next two quarters, combined regulatory financial reports or pro forma combined financial statements.

 

Please also submit the following documents to help us understand your needs:

  1. Latest business plan.
  2. Asset/Liability management and interest rate risk policy.
