Take Advantage of the Federal Home Loan Bank of New York's (“FHLBNY”) Supplier Diversity Program

The FHLBNY is committed to establishing strong relationships with our business partners and, we are actively promoting opportunities for certified minority, women, and disabled-owned businesses (“MWDOB”). Partnering with MWDOBs help to fulfill our customers’ needs and expectations and we encourage our suppliers to do the same.

The FHLBNY promotes MWDOB inclusion by:

  • creating a level playing field for all qualified businesses in providing services and products to the FHLBNY;
  • identifying opportunities for MWDOBs to bid on an equal basis; and
  • promoting an internal culture that embraces collaboration with MWDOBs.

Qualifications for MWDOBs

If your business qualifies as a MWDOB, and complies with the guidelines outlined below, you may register your business for consideration as an FHLBNY MWDOB supplier.

  • Qualified as a Service-Disabled Veteran-Owned Small Business Concern as defined in 13 CFR 125.8 through 125.13; or
  • Minority Business Enterprises must have more than 50% ownership, or control ownership or held by a minority individual or group. If the business is publicly owned, a minority individual or group must own at least 50% of the stock. Owner(s) must be U.S. citizens.
  • Women Business Enterprises must have more than 50% ownership, or control ownership held directly by a woman(s). If the business is publicly owned, a minority individual or group must own at least 50% of the stock. Owner(s) must be U.S. citizens.
  • Disabled Business Enterprises must be more than fifty percent (50%) of the ownership or control of which is held, directly or indirectly, by one or more persons with a disability.

Third-Party Certification

We encourage MWDOBs to be certified by a third-party agency; and we accept those that are self-certified as well. The FHLBNY recognizes certifications from the following:

  • National Minority Supplier Development Council
  • Women's Business Enterprise National Council
  • U.S. Small Business Administration
  • Other accredited national or local councils

You can submit a complaint by contacting the Facilities Officer or contacting Ethicspoint at the toll-free reporting hotline (866-292-2075) or accessing the reporting web site (https://secure.ethicspoint.com) and select the "Vendor Bidding Process" option to register your complaint. This site is maintained by EthicsPoint, an independent external service retained by the FHLBNY.
